OIM Becomes Very Slow and Log Shows "EclipseLink-4002" Error when Attempting to Get JOB_HISTORY_SEQ.NEXTVAL (Doc ID 2477391.1)

Symptoms

On : 11.1.2.3.160419 version, Performance

Often identity manager becomes slow.
The monitoring threads page shows the warning status.
When restarting OIM Managed server then issue clears for a couple days.
