Symptoms

The following description from Supported Java SE Downloads on MOS

As an example, download and install the 1.8.0_181-b25 from MOS.

On the Update tab of the Java Control Panel, click on "Update Now" which will be updated to a version named 1.8.0_191-b12 which is not a licensed version but a public one.

In addition, during the installation the following message will be displayed:
