Goal

While starting sites Managed Server, the following error is seen:

Error while starting cluster: (Wrapped: Failed to start Service "Cluster" (ServiceState=SERVICE_STOPPED, STATE_JOINING)) com.tangosol.net.internal.ClusterJoinException

As per the <Document 2382083.1> related to OAM 12.2.1.3.0 (same WLS version), they say to remove servers from coherence cluster.
This resolves the issue. Is this a permanent solution? It also applies to Webcenter sites?
