Custom Error Page is not Displaying When Welcome-file and 500 Error are Introduced (Doc ID 2481529.1)

When welcome-file and 500 error are introduced the custom error page is not displayed.

The issue can be reproduced with a simple jsp file as welcome-file and the custom error page is configured in web.xml.

500 error happens, but the custom error page is not displayed. An empty page is displayed in Firefox.
