WebCenter Enterprise Capture is not Processing and Reports Error "Destination capture-jms-module!capture-batchinput-queue is paused for new message production" (Doc ID 2482289.1)

Symptoms

In one environment, the WebCenter Enterprise Capture instance is not working. Documents are not being processed.  A restart does not assist.  The following errors occur in the log:
