Symptoms

When launching WebCenter Forms Recognition (WFR) WebVerifier, the tabs icons in the UI (File, Document, View, Image, Options etc) are not visible.  When attempting to run Setup.exe again to modify the installation, a fatal Runtime Error message is generated resulting in a failure.
