Attachments Section Not Appearing in OSB Test Console for RESTful Business Service

A Business service makes a call to REST API. The REST API accepts a file as part of a multi-part/form request. When opening the test console for the business service the Attachment section does not appear. We are expecting that we would use the attachments section to test sending the file, but since it is not appearing we are not able to test it.
