Applying 12.2.1 Patch Seems to Stop Responding - sitespatchsetup Progress Bar Does Not Update

When applying a 12.2.1 patch, after applying OPatch and starting up the managed server, we run the /sitespatchsetup url.
- After clicking Begin, the progress bar displays, but there is no progress, and the webpage does not update.
However, in the sites.log, the following log messages are output:
