WebCenter Content: Imaging Input Agent Cannot Process New Input Files and Error "TCM-00015: Unable to find file" Occurs (Doc ID 2487225.1)

Symptoms

An input file in the WebCenter Content: Imaging Input directory failed to be picked up by the Input agent.  The following error occurs, but it was confirmed the file was actually there:

oracle.imaging.InputAgentException: TCM-00015: Unable to find file <path>/Input/BATCH_00000001.txt
  faultType: SYSTEM
