Copy Of An Existing Template Failed In Apex 5.1.4 (Doc ID 2488018.1)

Symptoms

In APEX 5.1.4 and 18.1 a copy of an existing template failed in when using the "As Copy of an Existing Template" functionality.

Steps to reproduce:

1.App Builder - Select any app
2.Shared Components - Templates - Create - Page
3.Choose "As Copy of an Existing Template" - Next
4.Select "Copy from Application" and window is getting closed.
  
The wizard is closed without an error message.

Changes

 Upgrade to APEX 5.1.4 or 18.1
