Symptoms
In many cases, <Document:2162370.1> Last-Modified Header In HTTP Responses Has Non-UTC Date Value is the cause, but this may not apply to you.
You may also see 'Last-Modified' timezone included in the response header is unexpectedly changed even if your web client (e.g. web browser) does not send 'If-Modified-Since' request header in a non-UTC timezone.
