UMS Is Not Able To Process Actionable Emails

You're on OIM 22.214.171.124.x or 126.96.36.199.x and you observe that UMS is not processing actionable email responses. All seems to be working for awhile but then for some reason, it stops and you begin to observe the following error in the SOA logs:
A restart of the SOA managed server(s) resolves the issue. You've verified that your configuration is correct and you can find no other root cause.
