Upgrading OAM fails with the following OPSS error:

ORA-00001: unique constraint (<PREFIX>_OPSS.JPS_ATTRS_PK) violated

Error stack:

Upgraded OAM from 11.1.2.3 to 12.2.1.3.

Upgrade has been tried several times by restoring the same OPSS schema from backup
