obaccessclient.xml in OHS 12c cache folder only gets updated when modified from oamconsole

Symptoms
OAM 11.1.2.3 and OHS 12.2.1.2.0
When changing webgate configuration in oamconsole. This change is reflected only in ObAccessClient.xml in OHS 12C cache folder and not in OHS-webgate runtime nor in staging folders
Test result from internal LAB
1. Modified client_request_retry_attempts to 6 for webgate OHS12.2.1.2 in oamconsole user defined properties
2. Cache showing 6 after few minutes

3. Components/instances showing value as 2 which is the old value
