All Load Going To One Soa Server

Symptoms
On : 11.1.1.7.0 version, Product Installation
ACTUAL BEHAVIOR
---------------
soa_domain --- > span across 2 machine
soa_cluster - having 4 soa servers ( soa_server1 / soa_server2 / soa_server3 / soa_server4 )
machine1 - has AdminServer + soa_server1 + soa_server3
machine2 - has soa_server2 + soa_server4
All the requests getting triggered by polling the database table goes to soa_server1 only.
For all other composites(not using DB Adapter on service side), the load is getting balanced to all the soa_servers .
EXPECTED BEHAVIOR

Load for the DB polling scenario should also be distributed to all the available managed servers
