Resequencer Instance In SOA Remain In Running State Post Server Restart (Doc ID 2491624.1)

Symptoms

Post SOA nserver restart, the instances in Resequencer mediator remains in running state and does not process the message and thus causing synchronization issues between system :

1. Some messages are stuck with running state, since 4 days and has not been processed.
2. Some messages which are getting processed taking 4- 48 hours to process the messages.
