Goal
Note 2004370.1 describes RouterRuntimeCache's behavior as follows.
"- After services are called for the first time, subsequent calls are serviced from the runtime cache which will improve performance for these proxy service calls."
User expected to be handled fast as for the requests except the first request by caching to RouterRuntimeCache.
However, it does not work expectedly if the first request come in parallel at the same time.
