Using OUD 11.1.2.3.0: Replication is Failing to Synchronize Group Memberships from OUD-1 to OUD-2 (Doc ID 2492993.1)

Goal

Using OUD 11.1.2.3.0:

Having a four node replication domain and doing data refreshes. through emptying the users and group memberships from an empty ldif file using "ldif-import" then running "replication" and reinitializing all the other nodes from the node where emptied the data.
This seems to work for users, but when it comes to groups it is not copying the group memberships correctly.

The Replication is failing to Synchronize group memberships from OUD-1 to OUD-2 however replication is successful from OUD-2 to OUD-1 and no errors or exceptions.
