Symptoms

 Row banding is a new feature in Forms 12c  which allows multi-record blocks to be striped with alternating colors for better display of information.  It is documented in the 12c New Features   under the topic "Row Banding."

Changes

 Changed the Background Color of the canvas from <unspecified> to a specific color.
