"ODI-15405: Scenario generation exception: Failed to generate scenario." Error Received when Running ODI 12c Package or Generating Scenario from Package (Doc ID 2493412.1)

Symptoms

A Package has been configured in Oracle Data Integrator (ODI) 12.2.1.2.6.

After upgrading successfully from ODI 12.2.1.2.6 to 12.2.1.3.0, running the same Package (or attempting to generate a Scenario from the Package) results in the following error:

The issue can be reproduced at will with the following steps:

  1. Open ODI Studio and connect to the master/work repositories.
     
  2. Attempt to generate a Scenario for the Package which was working correctly in ODI 12.2.1.2.6. 
    Alternatively, run the Package using an Agent, or in Simulation mode.
     
  3. Observe the error stack indicated above.
