WS Endpoint did not enable when composite deployment took long time (Doc ID 2494665.1)

Symptoms

When taking composite deploy over 10 minutes, WS endpoint is not enabled, if web service call to the composite, 404 error occurs.

Here is the stack trace , but composite status is available.
