Exported Connections from a 3.x and 4.x SQL Developer Imported into 18.3 Fails with "No Connections are Defined in File" (Doc ID 2495471.1)

Importing connections from SQL Developer version 3.x or 4.x to version 18.3 fails with error:

No connects are defined in file.

Steps

Export the connections with passwords from version 4.1.3.2.0 of SQL Developer.
It creates the xml file.
Try to import the xml file to SQL Developer version 18.3 and it fails with:
No connections are defined in file.

However, this works if using SQL Developer version 18.2.
