SQL Developer Does Not Work With Standard User Role on Windows 10 (Doc ID 2496461.1)

Symptoms

After install Oracle client 12.1.0.2 on Windows 10 successfully, the SQL Developer fails to launch with Standard User role on Windows 10. 

The Administrator role is required to launch from Windows Icon. It is launching fine from DOS prompt as Standard user, but not from the Windows icon.

On Windows 7, SQL Developer works fine from Windows icon with no Admin role user.

 
EXPECTED BEHAVIOR

Expect for SQL Developer to work fine from the Windows icon with no Admin role user on Windows 10.

STEPS

Syntax used from the command prompt:
<Oracle_Client_Home>\sqldeveloper>sqldeveloper.exe
 
From the command prompt, it works okay with Standard user without asking for Admin role.
But from the Windows icon, when Standard user clicks it, it asks for Admin login.

Changes

This is a new installation of Oracle Client 32bit 12.1.0.3 on Windows 10:

Software: Oracle 12.1.0.2 or later is certified with Windows 10.

Steps:
Run setup.exe as Administrator.
Choose Runtime
Choose English
Choose default: Use Windows Built-In Account.
Oracle Base: <Oracle_Base>
Review and click Install
