WebLogic 10.3.6 Unable to Rollback PSU when Custom Patch Profile Configured in BSU (Doc ID 2496554.1)

Goal

When applying the Jan 2019 WebLogic Server 10.3.6 CPU Patch 28710912(7HKN), in process of removing conflicting patches run into problem uninstalling Oct 2018 PSU (GENM).

Example command used to delete 5 conflict patches.

> bsu.sh -prod_dir=${MW_HOME}/wlserver_10.3 -patchlist=D446,1UWC,7E7M,SLVI,HJDT -verbose -remove
Patch not installed: D446 in profile: Default
Patch not installed: 1UWC in profile: Default
Patch not installed: 7E7M in profile: Default
Patch not installed: SLVI in profile: Default
Patch not installed: HJDT in profile: Default

After above note that the Oct 2018 patch is still not removed. 

> bsu.sh -prod_dir=${MW_HOME}/wlserver_10.3 -patchlist=GENM -verbose -remove
Checking for conflicts..
Conflict(s) detected - resolve conflict condition and execute patch removal again
Conflict condition details follow:
The selected patch cannot be removed until the following patch(es) are removed first: D446,7E7M,SLVI,HJDT,1UWC
