Why Does UPDATE_DOCINFO Copy Files From Db To File System (Doc ID 2496783.1)

Goal

Why does UPDATE_DOCINFO copy files from the database to the file system for indexing? It's only the metadata that's being changed, not the actual file. There is potentially a lot of useless I/O happening for this.
