Rolling Graceful Shutdown of Multiple WebLogic SOA Managed Servers (2 Or 3) at a Time Is Hanging to Shutdown (Doc ID 2496964.1)

Symptoms

When doing a rolling Graceful shutdown of multiple SOA managed Servers (2 or 3) at a time, Server is hanging and even after server state changed to shutdown, the soa-infra modules are  transitioned from STATE_ADMIN to STATE_PREPARED again. Need to issue a force shutdown to bring the MS down completely.  

From the below log messages, you will notice that even after server state changed to shutdown, the soa-infra modules are transitioned from STATE_ADMIN to STATE_PREPARED again.
