'No detail found for specified catalog item' Error When Modifying Bulk Loaded Role

OIG 12c BulkLoad role import does not populate catalog information.
Bulkload the roles in CSV format. The roles get created fine. However, catalog information is greyed out.
Role update fails with following error in the log:
