Symptoms

After upgrading a database, when utlrp runs and sys.validate_apex is being executed, the following error message can be thrown and APEX is recorded as INVALID in DBA_REGISTRY:

Function dropped.

...(11:18:18) Starting validate_apex for APEX_180200
...(11:18:22) Checking missing sys privileges
...(11:18:22) Re-generating APEX_180200.wwv_flow_db_version
ORA-20001: ORA-38824: A CREATE OR REPLACE command may not change the EDITIONABLE property of an existing object.
...(11:18:22) Key object existence check
...(11:18:24) Setting DBMS registry for APEX to INVALID
...(11:18:24) Exiting validate_apex

PL/SQL procedure successfully completed.
