Unable to Start OHS After Patching OHS to 11.1.1.9 (Doc ID 2499353.1)

Symptoms

After patching OHS from 11.1.1.6 to 11.1.1.7.0 and then from 11.1.1.7 to 11.1.1.9.0, OHS fails to start with the below errors:


The issue can be reproduced at will with the following steps:
1. Patch OHS 11.1.1.6 to 11.1.1.7 and then 11.1.1.9
2. Attempt to start OHS
