Cannot Drag/Stretch Movable Box with Touch Screen in Windows 10 (Doc ID 2500610.1)

Symptoms

User cannot resize movable box through touch screen in Windows 10.  It can be resized when using the mouse.

Steps to reproduce the issue

1. Create a Portal (Public).
2. Add a "Movable Box"
3. When using a mouse it is able to expand and move back and forth.
4. Using touch does not work. The resize icon in movable box appear when using mouse but not when using touch screen.
