ODI 12c Scheduler Stops Executing Scenarios

Symptoms
In Oracle Data Integrator (ODI) 12c, a schedule is created with "Maximum number of repetitions" unchecked, and only "Maximum Cycle Duration" configured.
After some time where it is correctly working, the scheduler stops executing.
Clearing the work repository's SNP_SCHEDULE_EXEC table and restarting the agent resolves the problem temporarily but the behavior reappears shortly after Agent restart.
