On Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3)

The basic problem was that the OAM ASDK will not work/start with an Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) WebGate that is configured in the OAM console, when that WebGate is also configured to use an OPEN connection.
