Performance Monitor For Tuxedo Does Not Work On Windows (Doc ID 2502517.1)

Symptoms

Performance Monitor of Windows tool for Tuxedo IPC doesn't work.
When clicking add counter button in performance monitor , Tuxedo IPC performance counter object does not exist in the list.

And following message output in Windows Event Log.

Event ID : 1008

The Open Procedure for service "ORACLE ProcMGR V12.2.2.0.0_VS2015" in DLL "C:\OraHome\tuxedo12.2.2.0.0_VS2015\bin\libengine.dll" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code.
