Symptoms
RM users are able to delete/move restricted records items (no-edit , no-revision, no-delete) to the trash folder when the item resides in a Framework folder for 12c. This is only possible when the user's security group access matches the assigned security group of the record item.
In 11G, this same action incurred the following error:
"Unable to delete items. You do not have permission for 'delete' operation on 'test.txt' file."
