SP Initiated Logins Using OAM 12c Do Not Work From an IE Browser But the Same SP Initiated Logins Work Using OAM 11g and the IE Browser (Doc ID 2503130.1)

Symptoms

Some SP initiated logins are not working with federation 12c. Login attempts return the OAM "bad request" error. These same URL's worked properly when using OAM 11g. The issue only happens with the IE browser. Chrome and Firefox work just fine in both 11g and 12c OAM federation. However, this problem only affects some SP initiated login flows as others are working properly with IE and OAM federation 12c.
