Throttling error: business service cannot process more messages and has no throttling queue (Doc ID 2507042.1)

Symptoms

We had set the value of Throttling Queue to 0.  According to the following manual page,  it means that the queue is no limit.

However, it seems that there is a limitation.  For example, there is a case, when we sent multiple requests simultaneously, the following error message was seen in diagnostic log.
