Calendar Date Picker Not Selecting Time In PM For ARABIC After Upgrading To 12.2.1.3

Symptoms
While selecting the date in Arabic, the label for PM is shown in English.
The label is also incorrect in Arabic. The value displayed after the date picker is closed shows Time A.M. Designatorص, instead of showing Time P.M. Designator: م e.g. for selecting 4:00 PM.
Steps
----------
1) Click on any date field
2) When the date picker opens, select the time from slider - (here the label for PM is also shown in English; should be shown in Arabic)
3) Select the time e.g. 4:00 PM
4) When you select OK, the time changes to 4:00 AM rather than PM.
