Symptoms

Unable to create working Windows Services for WebLogic Servers on WebLogic Server 12.2.1.3.0, Microsoft Windows x64 (64-bit) 2012 R2. Issue not seen with WebLogic 12c R1 and 11g. This issue is seen only with WebLogic 12c R2, typically WebLogic 12.2.1.3.0 only.

After the Service was created, starting up resulted in startup failure. On checking Windows Event Viewer logging shows
