Symptoms

On Oracle Access Manager 12c (OAM 12.2.1.3) using OUD as a user store, users with the pwdReset flag set to true fail authentication through OAM.  The same users were able to authenticate successfully under OAM 11.1.2.3.0.  The OAM logs in trace mode show
