Symptoms

UsingOracle Access Manager 11g R2PS3 (OAM 11.1.2.3) Federation as SP and OKTA as IdP and while following the <Note:2322401.1> to configure OAM as a SAML 2.0 Service Provider, getting the error below while activating Federation using WLST.
