Assets Shown as Already Published But Don't Exist on Destination (Doc ID 2512211.1)

Goal

After publishing some assets, the publish was marked as Successful, but the assets do not appear on the destination.  When trying to republish these assets, they are marked as "published" and thus cannot be republished as-is even though they are not available on destination.  How to publish those assets that are not available on destination?
