Symptoms

Unable to install the IPM Migration tool after running the customtool=Migration command. The Migration Client does not install on a Windows 2003 RS machine with .NET 4.  When reviewing the DSMS Log on the machine where the installation was attempted, the following error was noticed:

ERROR: Server unable to locate requested tools: MIGRATION.
