APEX 18.2 Grid Date-picker Not Displaying correct time (Doc ID 2512956.1)

Symptoms

The date-picker, when used from an editable grid, is not displaying the correct hh:mi.
When editing an existing timestamp column, current time is displayed instead of the time in the column.
To reproduce:

1. Create an APEX application with primary language = English (United Kingdom) (en-gb). Application date format = DD-MON-YYYY HH24:MI:SS
2. Create a page with an editable interactive grid, base on a table with a TIMESTAMP WITH LOCAL TIME ZONE column
3. Enter a record with a timestamp. ex. 10:00
4. When editing the column (using the date-picker), the 10:00 time is set to current time.
