When using the psa utility or the upgrade assistant to upgrade it never finishes due to long running queries

Information in this document applies to any platform.
When trying to upgrade an environment to the latest version in environments with large database usage the upgrade may take a really long time and possibly never finish. In the case of 18.104.22.168 -> 22.214.171.124 you would use the psa utility to upgrade and in the logs you may notice it get stuck here (but it may get stuck other places as well):
You could also check the AWR report and you may see some long running sql executing:
If upgrading to a later version using the ua (upgrade assistant) utility it could get stuck at a different query and the logs may look differently as well.
