Symptoms

When attempting to obtain an authorization code from theOracle Access Manager 12c (OAM 12.2.1.3) OAuth authorize endpoint /oauth2/rest/authorize a server error is returned.  The server error URL includes an error description parameter of "Invalid+Request

/oam/pages/servererror.jsp?error=invalid_request&error_description=Invalid+Request

No error is logged in the OAM server diagnostic log.
