"The CompatabilityMBeanServer is not initialized properly" Occurs when run WLST (Doc ID 2514329.1)

Symptoms

On 12.2.1.3.0 version, it shows below error message when run WLST connect command. 

wls:/offline> connect('<username>','<password>','t3://<host>:<port>')

The CompatabilityMBeanServer is not initialized properly.
This might happen if the CompatabilityMBeanServer is disabled via the JMXMBean.
