API Instance query does not return an existing Instance and Alter Flow operation of subprocess instance fails (Doc ID 2514680.1)

Symptoms

The customer was attempting to Alter the Flow of some instances and the operation was failing with an Error. This problem only affected certain instances.

Upon review of the WFTASK table records, it was found that those instances were missing the row with thread = 0.

Due to this issue, calls to BPM API instance query were not return those instances. Additionally, when attempting to move the subprocess instances (or thread != 0), the operation was failing with the following error:
