User is Seeing Error "ORA-12154: TNS: could not resolve the connect identifier specified appears." when Loading the Project File in WFR Verifier (Doc ID 2515381.1)

Symptoms

When users attempt to open the project file in the Verifier Client, the below error occurs:

ORA-12154: TNS: could not resolve the connect identifier specified appears.

The same machine is able to communicate with the database using SQLPlus.

Below is the error from the log:

at System.Data.OracleClient.OracleException.Check(OciErrorHandle errorHandle, Int32 rc)

at System.Data.OracleClient.OracleInternalConnection.OpenOnLocalTransaction(String userName, String password, String serverName, Boolean integratedSecurity, Boolean unicode, Boolean omitOracleConnectionName)

Changes

The Database location was changed from locally hosted to a Cloud hosted Database.
