Single JMS Topic Subscriber Is Receiving Published Messages Using Migratable Targeting (Doc ID 2516016.1)

Symptoms

Only a single JMS Topic subscriber is receiving published messages using migratable targeting.

After upgrading WebLogic 11g to 12c (12.2.1.2.0) and No alteration to application in the area of JMS.

Observed that the behavior of JMS Topics has changed as previously under 11g all topic subscribers would receive the messages that were published to the Topic, however in Weblogic 12.2.1.2 it only appears to direct the message to the Topic subscriber on the migratable target.
