OIG 12c Import Utility Takes Long Time To Complete And Eventually The Import Operation Fails (Doc ID 2516031.1)

Symptoms

When attempting to import an exported LDAP Process Form xml file, the import takes very long time and eventually fails with error "Import Operation Failed.  undefined". There are no errors in the log file.
